76 -- ON-LINE SUBSCRIPTION AND SITE LICENSES TO JOURNALS AND PUBLICATIONS

The Uniformed Services University of the Health Sciences (USUHS), Bethesda, MD intends to acquire on a sole-source basis pursuant to FAR 6.302-1(a) with Nature Publishing Group, New York, NY, to provide an electronic subscription and site licenses to numerous journals and publications for multiple Department of Defense (DoD) sites. The multi-site licenses will provide unlimited access for all remote computer services users at the USUHS, Walter Reed Army Institute of Research (WRAIR), Silver Spring, MD, and U.S. Army Medical Research & Material Command (AMRMC), Fort Detrick, MD. The journals and publications contain two collections with approximately 50 various titles: the academic journals and nature publications. The journals and publications must be available in PDF format, current and accessible remotely by all our users over the internet. The performance period begins January 1, 2006. The contract will cover all publications offered by Nature Publishing and will allow for additional new publications offered by Nature Publishing as they become available during the term of the contract. This is not a Request for Quote (RFQ). However, all interested parties may contact the Contracting Officer for details. Sources interested in responding to this requirement must be able to provide convincing evidence that they can obtain/provide unlimited on-line access to the listed journals/publications, provide the licensing rights, copyright authority to all listed journals/publications and experience to successfully perform and/or provide the service or product as specified above.
