This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. Purpose The purpose of this document is to describe the requirements for the conducting of a Radio Frequency (RF) spectrum analysis/heat map of the Centennial Training Center (CTC) located at Ft. Carson, CO to support the requirements of a future planned Distributed Antenna System (DAS). This system that will directly support mission training requirements for the Colorado Army National Guard (COARNG) at both the Regional Training Institute (RTI) and the Centennial Training Site (CTS), located at the CTC. The CTC is located in a cell phone quote mark hole quote mark at Ft. Carson because it is situated at the bottom of a small valley. Furthermore, the buildings are constructed with Concrete Masonry Units (CMU) and low-E glass, which further attenuates and degrades cell phone signals inside the building. The overall objective for the survey is to evaluate the existing RF signal strength and construction attributes of the buildings. The RF heat map will help design engineers accurately assess the DAS infrastructure required to propagate wireless frequencies for AT&T, Sprint, T-Mobile, and Verizon. To fully assess the current signal strength in the building, two different tests will need to be performed: a Received Strength Signal Indicator (RSSI) and a Continuous Wave (CW) test. The RSSI will determine the current signal strength and signal noise of each respective Wireless Service Provider (WSP), using test phones from each provider. The CW test will simulate how well RF signals propagate at certain frequencies throughout the building. Once these tests are performed and documented, design engineers shall be able to design a system that covers 95% of the building to include stairwells, elevators, and interior hallways to a minimum performance level of -75 dBm for 4G/LTE networks. The information provided in the survey shall be sufficient to achieve this goal. 2. Scope of Work Services to be provided shall include 1) an RSSI and signal noise survey using test phones from each respective WSP, 2) a CW test, 3) development of a heat map of the entirety of each building, floor by floor, showing signal strength, 4) project execution timeframes 5) the deliverable will be used as a foundational design document for a future turnkey DAS solution to include all the required equipment that will result in a deliverable RF survey and meets the requirements for the successful design of a DAS. 3. Background and Objective The Colorado Army National Guard Information Management Office (G6) provides information systems, audio visual systems, and technology support for over 3,000 Army National Guard soldiers in the state of Colorado. The CTC, which is comprised of the RTI and the CTS, are the Colorado Army National Guard's newest training facilities, which came on line in May 2015. The RTI is the only multicomponent training site of its kind in the nation, instructing Active Duty, Reserve, and National Guard troops in basic leadership skills. The objective of this project is to verify cellular transmission technologies in use and their quality of service at the CTC, to examine the physical building structure and layout as it applies to supporting or hindering RF transmission, understand and document the functional requirements of the user population, and to develop an approach that will meet the end user requirements with the existing infrastructure found at the CTC. Based on the aforementioned requirements, these shall be used as the basis for providing an RF spectrum analysis and heat map that will be used as a biddable foundational design document for a 4G/LTE carrier neutral DAS. 4. Offeror Qualifications The Offeror shall be iBwave certified and have at least one RF certified engineer on staff. Resume(s) and certification(s) shall be provided with proposal. The Offeror shall provide references for no less than three similar projects (in terms of size, construction cost, and complexity) performed by the Offeror within the last three years. The Offeror must have at least 3 years of federal government contract work experience. The Offeror and installation staff must have proof of U.S. citizenship, current driver's licenses, and current vehicle insurance documentation for access to Ft. Carson, CO. The Offeror shall be located within a commuting distance of Ft. Carson, CO to minimize cost and time resources for the survey. The Offeror shall adhere to all OSHA and local safety regulations. 5. General Building Information Building/Room Description: The RTI is a 4 story, multiple wing training facility with 180 student rooms and 13 classrooms. The building is constructed of CMU and low-E glass and is located in a small valley at Ft. Carson. The MDF for the CTC is located in this building and all services to all buildings will originate from here. There is a 20 rack server room located here that has space for a DAS headend and its associated equipment. Multimode and single mode fiber connects IDFs to the MDF in a hub and spoke fashion. Multimode fiber is terminated with LC connectors and single mode fiber is terminated with SC connectors. The building's copper plant is Category 6A. No cabling runs are over 90m long. Currently, there is not an established cable pathway from the roof of the RTI to the server room. The CTS is located next door and is connected to the RTI via OutSide Plant (OSP) multimode and single mode fiber. The CTS is comprised of 3 different buildings, all made of CMU and low-E glass. Two 4 story student barracks are connected to the 2 story management and training building with multimode and single mode OSP fiber. IDFs are connected to each respective building's MDF in a hub and spoke fashion. The building's copper plant is Category 6A. No cabling runs are over 90m long. 6. Project Summary The iBwave certified RF spectrum analyst will provide an accurate RF survey and heat map that will be used as an input for an engineered design that results in 95% building coverage at or exceeding -75 dBm in performance for a 4G/LTE signal boosting system. For public safety frequencies, the standard shall be 95% of the overall building, 95% of the time at -95dBm, done by analyzing 50 foot grids of the building. 7. Additional Information and Requirements The Offeror is responsible for providing all equipment, hardware, software, and analysis that will result in a biddable RF survey/heat map that will be used as the basis of design for a future DAS installation. The installation site will provide a secure storage area while project activities are being conducted. The Offeror will be responsible for obtaining Ft. Carson access forms and filling them out for approval prior to the start of work. As part of the proposal, the Offeror will provide a summary of the means and methods used to achieve the requirements of this project. 8. Acceptance The successful Offeror shall provide an RF survey/heat map of the 4 buildings located at the CTC at Ft. Carson, CO. This document shall be a document of sufficient quality, and include pertinent details to be used as a design document for a future DAS installation at this site. The information in the survey shall provide enough information to be able to install a DAS solution that covers 95% of the building to a standard of -75dBm to include stairwells and elevators for a 4G/LTE wireless network. 9. Warranty The successful Offeror shall warrant their RF survey deliverable to provide enough information that can be used as the basis of design for a DAS installation that achieves an RSSI of -75dBm for 95% of the building square footage. 10. Scheduling and Installation A. Hours of Work The Offeror will provide coverage at the specified government site during the following hours Monday through Friday, 8:00 AM to 5:00 PM for a 5 day work week or Tuesday through Friday 6:30 AM to 5:00 PM for a 4 day work week, excluding Federal holidays. With a 4 day work week, the Friday prior to a Federal holiday is a day off for employees. All work hours are subject to change to meet workload requirements. Any variation from the above schedule will require Government approval prior to Offeror performance. B. Duration of Task All work must be completed, certified, and accepted within 30 days after the award date. 11. Cost Estimates Cost estimates based on the specifications and requirements contained in this document shall be provided. The Offeror will provide an itemized equipment cost list for equipment and labor, as appropriate. After contract award, any changes to the RF survey requirements resulting in a cost change (increase or decrease) or changes to the statement of work, shall be addressed through a bilateral modification, and shall be approved by the COARNG Contracting Office prior to the commencement of alternate work. 12. Government Furnished Resources The following resources will be provided by the government: Structural and architectural drawings of all buildings at the CTC as part of the solicitation. A designated government POC will be responsible for allowing and granting access to all communication closets in all buildings during the duration of the survey. The POC will coordinate with the CTC staff for access into classrooms or other administrative areas that may be in use during the survey. 13. Documentation The following document(s) shall be provided at the conclusion of the RF survey: 1. A document that briefly summarizes the assumptions and survey parameters. 2. A RF survey document that will provide sufficient information for other designers and engineers to design a 4G/LTE carrier neutral DAS that provides an RSSI of -75dBm to 95% of each building surveyed, to include stairwells and elevators.
