D--KNOWLEDGE MANAGER SOFTWARE - RENEWAL LICENSE

NASA/LaRC has a requirement for Knowledge Manager Software - Renewal License. NASA/LaRC intends to purchase the items from PRICE SYSTEMS LLC, as the only known source that can meet Agency requirements. This software has been in use by the Independent Program Assessment Office at all NASA locations for two years and is currently being used for many short-term and long-term projects. This is proprietary software developed by PRICE SYSTEMS LLC. The renewal of the annual license agreement is required to continue receiving regular updates as new versions of the software are released; access to technical support; prompt notification of bugs, and new documentation as it is published. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirement, and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 7, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. Interested parties may contact the Contracting Officer for a copy of the solicitation. An Ombudsman has been appointed. See NASA Specific Note "B".
