MISSION AND INSTALLATION CONTRACT COMMAND (MICC), CARLISLE BARRACKS, PA intends to procure Summon Discovery Services on a sole source basis with Serial Solutions a Proquest Company, Seattle, Washington under the authority of FAR subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Serial Solution/Proquest has proprietary rights to the database which willl be used as a discovery tool for the u.s. army war college library collection. Responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
