Testing Interoperability of New Web Services/Reporting Compliance with OGC Standards

This Notice is for informational purposes only. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) intends to issue a sole source purchase order under the authority as implemented by FAR 13.106-(b)(i)- For purchases not exceeding the simplified acquisition threshold based on FAR, 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Open Geospatial Consortium, Inc. (OGC) of Wayland, MA to provide expert evaluation and authoritative assessment of new NOAA web services. This action will result in a firm-fixed price purchase order for a period of 1 year beginning on or about September 27, 2013 and ending on or about September 26, 2014. This requirement uses procedures in FAR Part 12, Acquisition of Commercial Items in conjunction with procedures under FAR Part 13. This Notice of Intent to award a sole source purchase order is not a Request for Quotation or an announcement of a forthcoming solicitation. It is merely notification of the Government's intent to obtain expert evaluation and authoritative assessment of new NOAA web services from OGC. There will be no solicitation, therefore, requests for copies of a solicitation in response to this notice will not be acknowledged. Written responses to this notice shall contain enough documentation to establish a bona fide capability to fulfill this requirement and be received NLT September 17, 2013 at 12:00 p.m. EST. A determination not to compete this proposed requirement upon responses to this notice is solely within the discretion of the Government.
