FISC Norfolk Detachment Phila intends to solicit under the authority of section 4202 of the Clinger-Cohen act of 1996 as implemented by FAR 13.501 (a), on a sole source basis with Roche Diagnostic of Indianapolis, IN on an IDIQ commercial items contract for scientific testing equipment for sequencing materials. The equipment will be acquired on a commercial items basis pursuant to FAR part 12 pursuant to FAR part 6.302-1 using Simplified Acquisition Procedures per FAR part 13. This equipment will be used in support of Naval Medical Research and will consist of a base period starting 10 July 06 and will consist of (1) GS library preparation kits (10 libraries) catalog # 04852265001 (38) em PCR kits, catalog # 04852290001, (73) 70X75 sequencing kits under catalog # 04853342001, (73) 70X75 Pico titer plate kits (three gasket format) under catalog # 04852427001. Subject requirement also will also allow for a twelve option period with the following quantities: our one year option periods w/ slightly higher quantites The period of performance will also include up to four one year options (100) GS library preparation kits (10 libraries) catalog # 04852265001 (500) em PCR kits, catalog # 04852290001, (600) 70X75 sequencing kits under catalog # 04853342001, (600) 70X75 Pico titer plate kits (three gasket format) under catalog # 04852427001. The delivery of this material will be within 5 to 7 days upon receipt of order. The material will be delivered to BDRD Annex 12300 Washington Ave, 2nd Fl Rockville, MD. The FSC code for this acquisition effort is 42, The NACIS # is 339112. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one sources under the authority of the Clinger Cohen act, interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within four days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A copy of this sole source RFQ will be posted to the NECO website at NECO.Navy.Mil upon its release.
