66 -- Technical Services to Support Ecological Acoustic Recorder Equipment and Data Analysis

The National Oceanic and Atmospheric Administration (NOAA) is conducting a market survey to determine the availability and technical capability of small businesses and 8(a) firms to provide assembly of Ecological Acoustic Recorder (EAR) units. The units shall have a sampling rate of up to 64 kHz and include control functions such as the capability for future start dates, periodic recording and event driven recording. The units should be compatible with existing mooring hardware and have the ability to successfully collect data for periods of up to 24 months in coral reef environments.Additionally, interested parties will be required to provide a documented and systematic analysis of a 12-month acoustic dataset, including: characterizing sounds of interest and isolating representative samples. Interested parties will also be responsible for providing consultative services, assistance with site selection, technical support, troubleshooting, and data interpretation. The intended procurement will be classified under NAICS code 541712 with a size standard of 500 Employees. NOAA intends to negotiate an IDIQ contract with firm fixed-price task orders for the work described above. Firms responding to this market survey should provide a capability statement which provides focused and pertinent information. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables.
