59--PROCUREMENT OF EIGHT NEW AND THE REFURBISHMENT OF THREE LOAD CELLS

THIS NOTICE CONSTITUTES AMENDMENT NO.(1) TO THE COMBINED SYNOPSIS/RFQ FOR PROCUREMENT OF EIGHT NEW AND THE REFURBISHMENT OF THREE LOAD CELLS . Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to answer questions generated by vendors in response to this RFQ. QUESTION 1. Who is the original manufacturer? ANSWER 1. Original manufacturer of the load cells to be refurbished is Beowulf. QUESTION 2. How many bridges do they have and how many mounted strain gages are presently used per bridge? ANSWER 2. Load Cells to be refurbished have two (2) 350ohm bridges each. Internal configuration is unknown. According to last known calibration data they are 3mV/V. QUESTION 3. How are existing load cells to be overhauled presently packaged? Crate? Pallet? Approximate weight of both load cell & packaging? Or are we required to crate? If so, will NASA provide equipment to load onto truck or are we responsible? Who will pay the shipping/transportation costs? ANSWER 3. Load cells are currently sitting on a pallet at MSFC high bay area. Vendors should include shipping from MSFC to their site as part of their quote. We have forklifts here to help load them. QUESTION 4. Are we to furnish calibration data for each of these specifications? If so, which points? For eight new load cells specifications: Referance from the Statement Of Work (SOW). 2.15. Load cells shall be designed to withstand and compensate for off-axis loading for loads applied up to 5 off the primary force vector up to 10% of the load cell's full scale capacity. 2.16. Load cells shall be designed to withstand without damage at least 10% of the full scale load applied 90 to the primary force vector. 2.17. Load cells shall be designed to withstand without damage torsion loads of at least 10% of full scale capacity in inch-pounds. (75,000 in-lbs for 750,000 lb load cell) ANSWER 4. Relative to requirements 2.15, 2.16, 2.17 the vendor does not need to provide calibration data to demonstrate this specification. However, NASA does reserve the right to test the design to verify all requirements are satisfied. If any requirements fail NASA testing, the load cells will not be accepted. The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on or before 10/5/2012.
