USCGC SEQUOIA (WLB-215) LOCATION: CGC SEQUOIA 2700 Omar St. Port Huron, MI 48060 . Availability of Services: 22JUN2026-10JUL2026 Project: Buoy and Crane HPU Soft Start Replacement 1. GENERAL 1.1 Project Name/Description : Replace the HPU Soft Start Panel to include all associated wiring and retrofit kit necessary to restore functionality of the Buoy Deck and ATON crane aboard CGC SEQUOIA. 1.2 Background: The United States Coast Guard Cutter (USCGC) SEQUOIA has determined that their Deck and Crane HPU soft start systems have failed rendering the associated equipment inoperable. This failed equipment impedes their ability to perform their primary mission set. This statement of work outlines the requirements to remediate this issue. 1.3 Scope & Objective: Objective: The primary objective of this project is to restore full, unrestricted operation to the deck and crane HPU Soft Start Systems. Scope: The scope of this work includes providing all necessary labor, equipment, and materials to: Remove failed HPU Soft Start Panels and discard IAW all Federal, state, and local laws. Installed required HPU Soft Start Panels (YMD 14076) to include associated retrofit kit (YMD-14077), and Wiring (TMD-14078). Perform operational test under the supervision of certified contractor on the new HPU Soft Start Systems and associated deck equipment and Cranes. 2. SPECIFIC TASKS 2.1 Pre-Removal Inspection : Ships Force will perform a pre-removal operational test of the HPU Soft Start Systems in the presence of the certified contractor. The contractor will submit a CFR to the ship’s Engineer Officer documenting this test and findings. 2.2 Interference Removal : Ship’s force, under the direction of the contractor, shall remove all necessary interferences and provide protections to surround equipment as necessary for the completion of work within this document. 2.3 Removal of Failed HPU Soft Start Assemblies : Ship’s force, under the direction of the contractor, shall remove the existing failed HPU Soft Start Assemblies and any wiring that will be unnecessary for the installation of the new assemblies and dispose of all material in accordance with all federal, state and local laws. 2.4 Installation of new HPU Soft Start Assemblies : Ship’s force, under the direction of the contractor, shall install the new HPU Soft Start assemblies (YMD-14076) with associated soft start panel retrofit kit (YMD-14077) and wiring kit (YMD-14078). 2.5 Programming of the new HPU Soft Start Assemblies : The Contractor shall program the new soft start assemblies with updated software compatible with the new hardware. 3. DELIVERABLES 3.1 Post replacement Operational Test : Ship’s force shall perform a post operational test in the presence of the certified contractor for the applicable HPU soft start assemblies and associated equipment. 3.2 Completion Report : A brief written report summarizing the work performed, noting any unusual findings, and any associated updated drawings or technical publications associated with the work carried out within this document. 4. PERIOD AND PLACE OF PERFORMANCE 4.1 Period of Performance : The work shall be commenced and completed within the period of June 22, 2026, to July 6, 2026. 4.2 Place of Performance : All work shall be performed on the CGC SEQUOIA while it is moored at 2700 Omar St. Port Huron, MI 48060. 4 . 3 Time of Performance: The work shall normally be performed during normal business hours (ie. 0800-1600) Monday-Friday. Any deviations will need to be agreed upon by the Cutter POC and the contracted provider of services. 5. GOVERNMENT FURNISHED ITEMS 5.1 Government Furnished Property/Equipment/Services : The Government will provide the following at no cost to the contractor: Access to the vessel for the duration of the work. Access to pier-side utilities, including electricity and fresh water, as required. A designated point of contact to coordinate operations. 6. SAFETY REQUIREMENTS 6.1 Safety Compliance : The contractor shall comply with all applicable federal, state, and local safety regulations, including all relevant Occupational Safety and Health Administration (OSHA) standards in the completion of the work outlined within this document. 6.2 Coordination: The contractor shall coordinate all operations with the ship's designated Point of Contact to ensure the safety of both contractor personnel and the vessel's crew. 6.4 Shipboard Procedures : The contractor shall strictly adhere to the following vessel-specific procedures: Lock-Out/Tag-Out: The vessel's lock-out/tag-out procedures shall be utilized for all affected shipboard systems prior to commencing any work and shall remain in place until all work is complete. 7. ACCEPTANCE CRITERIA 7.1 Final Acceptance : The work performed under this Statement of Work shall be considered complete and accepted when: The Government has received and approved the Deliverables outlined in Section 3 of this document The post installation Operational Test is completed satisfactorily. 8.
