OASIS / OASIS+
Best-in-class, government-wide IDIQ contract for professional services.
Full Definition
OASIS (One Acquisition Solution for Integrated Services) is a best-in-class, government-wide multiple-award IDIQ contract vehicle for professional services managed by the General Services Administration (GSA). OASIS+ is the successor program that replaced the original OASIS contracts, organizing professional services into eight distinct domains: management and advisory, technical and engineering, research and development, intelligence services, enterprise solutions, environmental, facilities, and logistics. OASIS+ uses a continuous on-ramping model rather than a single competition, allowing qualified vendors to join at any time. The contract has a five-year base period with one five-year option, for a total potential duration of ten years. There is no ceiling on individual task order values, and the contract supports all contract types including firm-fixed-price, cost-reimbursement, time-and-materials, and labor-hour.
Why It Matters
OASIS+ is one of the most strategically important contract vehicles for professional services firms seeking sustained federal revenue. Winning a position on OASIS+ provides access to billions of dollars in annual task order spending across virtually every federal agency. Small business pools are available across most domains, and GSA actively promotes small business utilization. For new entrants, the continuous on-ramping model means you do not have to wait years for the next recompete — you can apply when ready. Prepare a strong proposal emphasizing relevant experience, past performance, and professional certifications aligned to your target domain. Once on-ramped, invest in task order intelligence and relationship-building with agency buyers. Many large primes also seek OASIS+ small business subcontractors for mentor-protege joint ventures.
Example
A 50-person cybersecurity firm successfully on-ramps to the OASIS+ small business pool under the Technical and Engineering domain. Within six months, they identify a $15 million task order from the Department of Veterans Affairs for security operations center (SOC) services. They assemble a team with relevant VA past performance, submit a competitive proposal, and win the five-year task order — tripling their annual revenue. The OASIS+ vehicle handles the base contract administration through GSA while the VA manages day-to-day task order performance, simplifying the contracting relationship for the small business.
