A Performance Work Statement (PWS) describes contract requirements in terms of measurable, outcome-based performance standards and objectives rather than prescribing specific processes or methods. Governed by FAR 37.602 and the DoD Performance-Based Acquisition guidelines, a PWS defines what results the government expects — including performance metrics, acceptable quality levels (AQLs), and deliverable standards — while giving the contractor freedom to determine the best approach. This contrasts with a Statement of Work (SOW), which prescribes how work must be performed. A PWS typically includes a description of required services, performance standards and metrics, a Quality Assurance Surveillance Plan (QASP) that defines how the government will evaluate performance, deliverable requirements, and applicable regulations. The DoD strongly favors PWS-based acquisitions and requires agencies to use performance-based methods to the maximum extent practicable under DFARS 237.170.

Instead of specifying staffing levels and shift schedules, the PWS states performance standards: "Network availability shall be 99.95% measured monthly," "Critical security incidents shall be triaged within 15 minutes," and "All vulnerability patches shall be applied within 72 hours of release." The accompanying QASP defines that failing to meet network availability triggers a 2% monthly invoice deduction. A small business proposes an innovative approach using automated monitoring and AI-driven threat detection that exceeds all standards with a leaner team than competitors, winning the $8 million contract on best value.
