A Statement of Work (SOW) is the most prescriptive type of work description used in federal contracting, providing a detailed specification of the tasks, subtasks, methods, deliverables, timelines, milestones, and standards required under the contract. Unlike a Performance Work Statement (PWS) which defines desired outcomes and lets the contractor choose the approach, a SOW prescribes exactly how the work must be performed including specific procedures, tools, and methodologies. SOWs are governed by the work description principles in FAR Part 37 and are common in construction, manufacturing, maintenance, research, and other contracts where the government requires strict adherence to defined processes. Contract Data Requirements Lists (CDRLs) typically accompany SOWs to specify each required deliverable's format, frequency, and submission instructions.
Why It Matters
When responding to a SOW-based solicitation, your proposal must demonstrate thorough understanding of every prescribed task and a credible plan to execute the government's defined approach on schedule and within budget. While SOWs offer less room for innovation than PWS or SOO formats, they provide clearer expectations and reduce ambiguity about what constitutes acceptable performance. Small businesses should carefully map each SOW paragraph to their proposal response using a compliance traceability matrix. Pay special attention to referenced standards, specifications, and regulations listed in the SOW as failure to comply with these can result in a technically unacceptable rating.
