The process of evaluating proposal technical merit against the stated evaluation criteria.
Full Definition
Technical evaluation is the formal assessment of proposal technical merit conducted by a team of government subject matter experts known as the Technical Evaluation Panel (TEP) or Source Selection Evaluation Board (SSEB). Under FAR Part 15.305, evaluators independently rate each proposal against the published evaluation factors and subfactors, documenting specific strengths, weaknesses, significant weaknesses, deficiencies, and risks using standardized adjectival ratings. Common rating scales progress from Outstanding through Good, Acceptable, Marginal, to Unacceptable, with each rating level having defined criteria. Evaluators must base ratings solely on the proposal content and evaluation criteria stated in the solicitation. Technical evaluation results feed into the source selection process where the Source Selection Authority makes tradeoff decisions between technical merit, past performance, and cost or price.
Why It Matters
Your technical proposal must explicitly address every evaluation factor and subfactor listed in Section M of the solicitation. Evaluators are trained to assign strengths for content that exceeds requirements and weaknesses for content that fails to meet them, so generic or boilerplate responses that do not specifically address the stated requirements will receive lower ratings. Structure your proposal to mirror the solicitation's evaluation factor organization using the same numbering and headings so evaluators can easily locate responsive content. Include specific evidence such as quantified past results, named key personnel with relevant credentials, and detailed work plans rather than vague promises. Remember that evaluators often review dozens of proposals in a compressed timeline, so clarity, conciseness, and visual aids like tables and workflow diagrams help your proposal stand out and reduce evaluator fatigue.
Example
A DoD solicitation evaluates Technical Approach, Management Plan, and Past Performance with technical rated most important. The five-member TEP independently reviews eight proposals over two weeks. One small business receives an Outstanding rating for Technical Approach because their AI-powered predictive maintenance solution exceeded the requirement by demonstrating a 40 percent improvement in failure detection over current methods. Their Management Plan receives a Good rating with one identified weakness in transition staffing. The evaluators document 12 specific strengths and the proposal advances to the competitive range.
