The Small Business Administration (SBA) is a federal agency established in 1953 that supports American small businesses through contracting assistance, certification programs, access to capital, and business counseling. In government contracting, the SBA administers the 8(a) Business Development Program, HUBZone Program, Women-Owned Small Business (WOSB) Program, and the VetCert program for service-disabled veteran-owned businesses. The SBA establishes size standards for every NAICS code that determine whether a business qualifies as small for a given procurement. The agency also manages the Procurement Center Representatives (PCRs) who review agency acquisitions to ensure maximum small business participation, and operates the certificate of competency program that allows small businesses to challenge negative responsibility determinations.
