Contracting Officer's Representative (COR)

Full Definition

The Contracting Officer's Representative (COR) is a government employee formally appointed in writing by the contracting officer to provide technical oversight and monitoring of contractor performance on a specific contract. COR authority is governed by FAR 1.602-2(d) and requires completion of the Federal Acquisition Certification for CORs (FAC-COR), which has three levels based on contract complexity and dollar value. The COR's responsibilities typically include inspecting and accepting deliverables, monitoring performance against the Performance Work Statement, tracking expenditures, maintaining a COR file with all surveillance documentation, and providing technical direction within the scope of the contract. Critically, the COR cannot change contract terms, authorize work outside the contract scope, obligate additional funding, or make commitments on behalf of the government — only the contracting officer holds that authority.

Why It Matters

The COR is your most important day-to-day relationship during contract performance. They directly observe your team's work, evaluate the quality of your deliverables, and provide the performance assessments that become your CPARS ratings — which are arguably the most important factor in winning future contracts. Invest time in understanding the COR's expectations, communication preferences, and reporting requirements from day one. Establish regular status meetings, provide proactive updates on risks and issues, and document all technical direction received from the COR in writing. If the COR provides direction that appears to change the contract scope, respectfully acknowledge the request and ask them to coordinate with the contracting officer for a formal modification. Responsive, transparent communication with the COR is the foundation of strong past performance evaluations.
