PSC (Product Service Code)

A four-character code identifying the type of product or service purchased by the federal government.

Full Definition

Product Service Codes (PSCs) are four-character alphanumeric codes established by the General Services Administration to categorize every product, service, and research and development effort purchased by the federal government. While NAICS codes classify the vendor's industry, PSCs classify the specific item or service being acquired. PSCs beginning with letters A through Z designate services (e.g., D for IT/Telecom, R for Professional Services, J for Maintenance and Repair), while codes beginning with digits 1 through 9 designate products and supplies (organized by Federal Supply Classification groups). PSCs are mandatory on all federal contract actions reported in the Federal Procurement Data System (FPDS) and USASpending. The PSC manual contains over 2,500 codes organized into a hierarchical structure. Contracting officers assign PSCs at the contract line item level, and a single contract may contain multiple PSCs if it includes both products and services.

Why It Matters

PSCs are an indispensable tool for market research, competitive analysis, and opportunity identification. By analyzing PSC-level spending data on USASpending.gov and FPDS.gov, small businesses can quantify the total addressable market for their capabilities, identify which agencies are the largest buyers, track spending trends year over year, and find incumbent contractors on expiring contracts. When searching SAM.gov for opportunities, filtering by PSC provides more precise results than NAICS alone because PSCs describe what is being bought rather than who is buying it. Combine PSC and NAICS filters for the most targeted searches. Understanding which PSCs align with your offerings also helps you identify teaming partners and subcontracting opportunities on large contracts where your services are a component of the overall effort.

Example

A cybersecurity firm conducts market research by analyzing PSC D310 (IT and Telecom — Cyber Security and Data Backup) on USASpending.gov. They discover the federal government awarded $8.2 billion in contracts under this PSC last year, with the top five agencies being DoD ($4.1B), DHS ($1.3B), VA ($680M), Treasury ($420M), and DOJ ($310M). They further drill down to identify 47 contracts above $5 million expiring within 18 months, creating a pipeline of recompete opportunities. Cross-referencing with NAICS 541512, they find three upcoming small business set-asides at DHS and begin pre-positioning by attending industry days.
