NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support Madigan Army Medical Center, Department of Clinical Investigation (MAMC, DCI) Tacoma, WA - to procure a regularly available and delivering source of Specific Pathogen Free (SPC) live pigs (Sus scrofa), in support of the MAMC, Graduate Medical Education program as prescribed in FAR 13.501(a)(1)(i). Specifically, the Government will procure these services from S&S Farms. S&S Farms is the sole source provider of these services. S&S Farms is the only vendor that can meet the Government's requirement for these Specific Pathogen Free (SPC) live pigs (Sus scrofa) services. The contractor and facilities shall be licensed by the United States Department of Agriculture (USDA) as a "Breeder/Dealer," and shall provide live tissue pigs (Sus scrofa) classified as "farm, miniature and micro," in quantities, reproductive status, sex and weights required on an "as needed" basis. The contractor shall provide and deliver animals that are in good health, free from known zoonotic diseases, and shall guarantee the health of animals for 72 hours from the time of receipt. Estimated Total Dollar Value including Options: $886,500.00 BPA Ceiling for five year ordering period. In accordance with FAR 13.501(a)(1)(i), S&S Farms is the sole source for satisfying this requirement. The North American Industry Classification System (NAICS) for this requirement is 112210 and FSC 8820. Proposed solicitation number: W81XWH-23-T-0001. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
