X--Sole Source Notice

The Government intends to enter into a firm-fixed-price purchase order with the Hawaii Convention Center, 1801 Kalakaua Ave., Honolulu, HI 96815. The Hawaii Army National Guard, Honolulu, HI, has a requirement for a Yellow Ribbon training conference. This training conference includes exhibit halls, conference rooms, and meals. Approximately 2200 people are anticipated to attend and participate in this conference/training. Conference/training must be conducted during the period 20 September 2009 for approximately 2200 personnel. The procurement will be conducted on a sole source basis in accordance with FAR 13.106-1(b) Only one source reasonably available. The basis for restricting competition is that the Hawaii Convention Center has the capabilities to provide the meals, conference rooms, and exhibit halls to support the conference/training for approximately 2200 people. NAICS code for this procurement is 531312 and the small business size standard is $2.0M. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 7 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with the Hawaii Convention Center.
