Q301--STAT Laboratory Reference Testing Services for TVHS Base Odering Period plus four additional one-year ordering periods

UNITED STATES DEPARTMENT OF VETERANS AFFAIRS NETWORK CONTRACTING OFFICE 9 NOTICE OF INTENT TO SOLE SOURCE On behalf of the VA Tennessee Valley Healthcare Medical Center Nashville, Network Contracting Office (NCO) 9 intends to award a sole-source, firm fixed contract to Vanderbilt University Medical Center, 1161 21st Ave. S. Ste D3300 MCN, Nashville, TN 37212. The contract is expected to be awarded under FAR 13.501(a). A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base ordering period and 4 additional one-year ordering periods for a total of 5 years. The anticipated statutory authority permitting limiting the source for the requirement is FAR 6.302-1 (a)(2). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This acquisition is anticipated to take place on or about October 1, 2021. The period of performance will be for one ordering period and four ordering period. The intended procurement will be classified under North America Industry Classification System (NAICS) 621511, Medical Laboratories with SBA size standard of $32.5 Million. This notice of intent is not a request for offers. The services required meet Department of Veterans Affairs' legal obligation to continue to receive, without interruption, the laboratory services vital to patient care. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than April 02, 2021, 10:00 AM, CST. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
