The General Services Administration intends to issue a contract to Ensure Technologies, of Ann Arbor, MI on behalf of the Bureau of Reclamation, Boulder City, NV. through solicitation no. SN-30 pursuant to the authority of FAR Parts 12 and 13.501(a) Sole Source Acquisitions. The following items will be procured: 1 Xyloc AI Security Server with software license for 200 seats, 150 Xyloc Hardware USB Locks, 2 two day training sessions and a one year maintenance agreement with an option for a second year. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2002-10. The proposed follow-on contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. The Government has concluded that there is only one responsible source and no other supplies or services will satisfy agency requirements for an automatic, user specific security devise that provides a full-time access control system that determines a users location. The equipment is already fully compatible with existing equipment and software. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Ensure Technologies shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
