This pre-solicitation notice, for a planned acquisition, is to provide Liquid Petroleum Gas (LPG) Delivery services for the USAF Academy, CO (to include Farish and Bullseye locations). The performance period is one year from approximately 1 August 2006 plus seven one-year options that may be exercised unilaterally by the Government. DESCRIPTION OF SERVICES: The service provider shall provide all management, tools, vehicles, equipment and labor to provide Liquid Petroleum (LP) Gas Service throughout the USAF Academy, Farish, and Bullseye locations. Below is the estimated annual usage: a. USAF Academy – Provide Liquid Petroleum (LP) Gas Service to approximately 50 tanks of various size with an average consumption of 101,000 Gallons per Year. b. Farish - Provide Liquid Petroleum (LP) Gas Service to approximately 11 tanks of various size with an average consumption of 21,000 Gallons per Year. c. Bullseye - Provide Liquid Petroleum (LP) Gas Service to one tank with an average consumption of 3,000 Gallons per Year. The National Acquisition Industrial Classification Standard Code (NAICS) proposed is 454312 and the business size standard is $6,500,000. This acquisition is unrestricted. This acquisition will be conducted IAW FAR Part 14 Seal Bidding procedures to procure a Fixed Price, Requirements Contract with Economic Price Adjustment (FPEPA). The solicitation will be posted on or about 17 April 2006 utilizing the FedBizOpps.gov single government point-of-entry (GPE) for Federal government procurement opportunities at www.fbo.gov and solicitation documents will not be available by any other means.
