NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT – Commander Navy Installations Command (CNIC) intends to negotiate a sole source contract with SCVNGR, located at 580 Harrison St Floor 4, Boston, MA 02118 for the purchase of the following: One year subscription licenses for unlimited SCVNGRS and unlimited teams in support of the US Navy. The following item description is provided to describe what is included with the SCVNGRS license: SCVNGR has developed a unique platform for building, powering and playing interactive location-based mobile games and scavenger hunts (aka SCVNGRs). The games can be deployed across all US cell phone carriers and all cell phone models that feature texting. Games are playable via iPhone app, iTouch app, Android app and Mobile Web, in addition to SMS/text messaging. SCVNGR developed their product’s “cross-platform functionality” so that games could be played on any type of phone, scaling the experience based on the sophistication of the device. They have developed and embedded patent-pending technology into the SCVNGR Builder and game-dynamics engine that makes SCVNGR easy to use and able to run in the real-world. Any non-technical user can build games in a few minutes. Once a game is built, their technology compiles the content and the game becomes playable from any mobile device. SCVNGR also features a patent-pending SmartRoute algorithm, which enables the technology to intelligently route participants through any real-world game-board in such a way that minimizes clustering and distance traveled, offering the most effective way to manage large groups of people playing a location-based game simultaneously. CNIC will be purchasing this requirement with NON-APPROPRIATED FUNDS (NAF). The contract will result in a NAF firm fixed price contract. Negotiation is being conducted using other than full and open competition procedures pursuant to authority of BUPERSINST 7043.1B. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of BUPERSINST 7043.1B. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
